(1951 - 1995)

OCBL

Since our NPO Institute´s foundation in 1951 a number of experimental short films have been produced, with topics focussing exclusively on the extraordianry forces of nature , e.g. snow -storms in the mountains and at sea, the astonishing depths and primitive energy of volcanoes..
Unfortunately, during a fire in 1964 many of these old materials were destroyed.

Some pieces of  8 mm and 16 mm films are currently under repair work in our cinema laboratory.

In  1994 the scientific work was restarted with a long-term  programme focussing on creating a specific film-makers team with comprehensive technical expertise including underwater filming in the Mediterranean Sea as well as in the Pacific Ocean .
A first technical approach was the creation of the first BCD - Buoyancy compensator diving and luminescent floating buoys for signalling
water immersion by electroluminescent technology.

We presented the devices also to the team of  the famous Cap. Jacques Cousteau who appreciated this idea of technology but would not consider it necessary for his projects. As a sign of appreciation  he gave us a portrait of him with his autography and special acknowledgement for ou
r Institute.

BIOGRAPHY
(1996 - 2016)

In  1996 an important scientific study was carried out.

It regards an innovation of  Euler's theorem  application for seafaring in the open sea as a support to the film-makers & technicians team who prepared to operate in the Mediterranean  Sea also on the basis of  training courses for achieving the sailing license beyond  6 miles .

The sudden death of the project leader, an elder marine captain , caused the interruption of the programme for 20 years as no qualified new head of project for this ambitious programme has been found.

In  2007 preparatory work for creating a new team made of  students started. Initial research and development work was carried out for the scope of building remote controlled air filming  devices   ( Quadcopters / Hexacopters ) . The systems with MTOW max. 12,5 Kg were assembled in our Institute for the only purpose of video recording in high definition  4K under difficult meteorological conditions.

In 2008 preparatory work for a documentary film focussing on an environmental problem was started "The war of waste".

ENB

It regards the destruction of  nature and landscape in the so-called “Terra dei Fuochi“ (Fields of Fire) in Southern Italy where huge amounts of waste are burnt completely out of control everywhere in the countryside.

The aim was to put light on a shameful situation and to provide  a stimulus to possible technical solutions to the problem.

Within this framework a number of experimental projects by independent experts were carried out .

Due to lack of political willingness the project has been slowed down but is still active. Its completion is set for the year 2018  as there are still a lot of film and document materials to be elaborated.

In 2015 our young film-makers achieved their OWD (Open Water Diver) certification and thus continue our Institute´s  pionier spirit of 1951 with the support of a renewed and fully independent organisation.

The  Film Production Department of our Institute is under direct control of the Directing Board and entirely financed by the NPO Institute itself.

Synopsis:

"Stromboli Island" is a short film about the beauty and power of nature on Stromboli.
Here earth, water and fire are the real attractions and once their interplay begins there is no stop at wonder. "Stromboli Island" is like a window that opens into the world of light and manifold colours  that change during the course of day..... not any day of any life but a special day spent on  the most active volcano of Europe, a volcano which speaks a language made of very ancient  sounds
